What Is ARI Cultural?
ARI Cultural — Autorização de Residência para Atividade de Investimento — is Portugal's residence-by-investment programme dedicated to culture. Unlike fund or capital transfer routes, ARI Cultural channels investment directly into Portugal's cultural heritage, funding film, theatre, heritage restoration, museums, and artistic programmes that create lasting public value.
The programme requires a non-refundable donation to a Government-approved cultural project. All eligible projects are reviewed and approved by GEPAC, the cultural oversight body within Portugal's Ministry of Culture.

Investment Categories
ARI Cultural covers two main categories of cultural investment. Both qualify at the €200,000 threshold for projects in low-density areas.
Artistic Production
Theatre, concerts, film production, exhibitions, and performing arts. Funds creative projects that bring Portuguese culture to global audiences.
Heritage Preservation
Restoration of historical buildings, archaeological sites, and museums. Preserves Portugal's built heritage for future generations.
How It Works
Project Application
Foundation submits cultural project application to the Government for review.
Government Review
GEPAC reviews foundation and project eligibility, assessing cultural impact and institutional credibility.
Approval Issued
If approved, the Government issues eligibility documentation to the foundation.
Donation & Residency
Donations begin. Proof of donation triggers the donor's immigration process.

Who Can Apply
Nationality
Non-EU, non-EEA, non-Swiss citizens aged 18 and over.
Criminal Record
Clean criminal record in country of origin and in Portugal.
Family
Spouse, dependent children, and parents aged 65+ are included in the application.
What Donors Receive
Residence Permit
2-year renewable permit. Renewed at years 2 and 4. Full Schengen Area travel (29 countries).
Minimal Stay
7 days in Year 1, then 14 days per subsequent 2-year period.
Citizenship Path
Eligible for Portuguese citizenship after 5 years — includes EU passport and family reunification rights.
Why Donation Is the Stronger Path
For investors whose primary objective is Portuguese residence rather than financial return, the donation path achieves the same immigration outcome with less capital and none of the structural risks of fund products.

€200k vs €500k — less than half the capital committed for the same residency framework.
No Capital Risk
Funds do not guarantee capital or returns. The donation is a transparent, fixed qualifying cost.

No entry fees, management fees, or performance fees. Fund investors pay meaningful intermediation costs.
No Liquidity Trap
Fund units are often redeemable only at liquidation. Remaining capital stays fully liquid under the donor's control.
Simpler Renewals
The donation is unconditional — no compliance monitoring at renewal. Fund investors must keep the qualifying asset compliant.
