The fees regulation
This government order sets the fees AIMA charges for visas and residence permits under the Immigration Act. It fixes what you and each family member pay to apply for, receive and renew the Golden Visa.

É aprovada, em anexo à presente portaria e da qual faz parte integrante, a tabela das taxas e dos demais encargos devidos pelos procedimentos administrativos inerentes à concessão de vistos em postos de fronteira, à prorrogação de permanência em território nacional, à emissão de documentos de viagem, à concessão e renovação de autorizações de residência e à prática dos demais atos relacionados com a entrada e permanência de estrangeiros em território nacional estabelecidos na Lei n.º 23/2007, de 4 de julho, na sua redação atual.

The table of fees and other charges due for the administrative procedures relating to the grant of visas at border posts, the extension of stay in national territory, the issue of travel documents, the grant and renewal of residence permits and the performance of the other acts relating to the entry and stay of foreign nationals in national territory established in Law No. 23/2007, of 4 July, as currently worded, is approved and annexed to this portaria, of which it forms an integral part.
What it means for you. This portaria sets the official fees AIMA charges for residence permits, including the Golden Visa.

Os valores das taxas previstos na presente portaria são automaticamente atualizados, com arredondamento à décima imediatamente seguinte, a partir de 1 de março de cada ano, com base na variação do índice médio de preços no consumidor no continente, relativo ao ano anterior, excluindo a habitação, e publicado pelo Instituto Nacional de Estatística.

The amounts of the fees provided for in this portaria are automatically updated, rounded up to the next tenth, from 1 March of each year, on the basis of the change in the average consumer price index for mainland Portugal for the previous year, excluding housing, as published by the National Statistics Institute.
What it means for you. The fees rise with inflation every 1 March, without a new law being published. The amounts shown on this page are those in force from 1 March 2026.

3 - Por títulos de residência para atividade de investimento:
a) Pela receção e análise do pedido de concessão ou de renovação de autorização de residência para atividade de investimento, incluindo a receção e análise de pedido de concessão ou de renovação de autorização de residência para reagrupamento de familiar do titular do direito de residência para atividade de investimento, nos termos dos n.os 1 e 2 do artigo 90.º-A, do n.º 2 do artigo 76.º, e dos artigos 78.º, 80.º e 98.º da Lei n.º 23/2007, de 4 de julho - (euro) 842,80;
b) Pela concessão de autorização de residência para a atividade de investimento, nos termos do artigo 90.º-A, n.º 1, da Lei n.º 23/2007, de 4 de julho - (euro) 8418,90;
c) Pela renovação da autorização de residência para a atividade de investimento, nos termos do artigo 90.º-A, n.º 2, da Lei n.º 23/2007, de 4 de julho - (euro) 4210,30;
d) Pela concessão de autorização de residência para familiares reagrupados com os titulares de autorização de residência para a atividade de investimento, nos termos do artigo 98.º da Lei n.º 23/2007, de 4 de julho - (euro) 8418,90;
e) Pela renovação da autorização de residência para familiares reagrupados com titulares de autorização de residência para a atividade de investimento, nos termos do artigo 90.º-A da Lei n.º 23/2007, de 4 de julho - (euro) 4210,30;
f) Pela emissão de segunda via do título de residência para a atividade de investimento, incluindo títulos de residência emitidos a membros da família no âmbito do reagrupamento familiar - 50 % do valor da taxa prevista na alínea b) [4209,50 euros];
g) Pela emissão de terceira via e sucessivas do título de residência para a atividade de investimento, incluindo títulos de residência emitidos a membros da família no âmbito do reagrupamento familiar - 100 % do valor da taxa prevista na alínea b) [8418,90 euros];
h) Pela substituição do título de residência para a atividade de investimento, por alteração dos elementos previstos no artigo 86.º da Lei n.º 23/2007, de 4 de julho - 25 % do valor da taxa prevista na alínea b) [2104,90 euros];
i) Pela concessão ou pela renovação de autorização de residência permanente nos termos do n.º 2 do artigo 76.º e do artigo 80.º para titular de autorização de residência para atividade de investimento ou de familiar seu, concedidas nos termos dos artigos 90.º-A e 98.º, todos da Lei n.º 23/2007, de 4 de julho - (euro) 11786,70 para a concessão; (euro) 5894,10 para a renovação.
4 - A receita originada pelas taxas previstas nas alíneas b) a e) do número anterior é repartida em partes iguais entre a Agência para a Integração Migrações e Asilo (AIMA) e o Fundo para as Relações Internacionais, I. P. (FRI).

3 - For residence permits for investment activity:
a) For the receipt and examination of an application for the grant or renewal of a residence permit for investment activity, including the receipt and examination of an application for the grant or renewal of a residence permit for family reunification with the holder of the right of residence for investment activity, under paragraphs 1 and 2 of Article 90-A, paragraph 2 of Article 76, and Articles 78, 80 and 98 of Law No. 23/2007, of 4 July - €842.80;
b) For the grant of a residence permit for investment activity, under Article 90-A, paragraph 1, of Law No. 23/2007, of 4 July - €8,418.90;
c) For the renewal of a residence permit for investment activity, under Article 90-A, paragraph 2, of Law No. 23/2007, of 4 July - €4,210.30;
d) For the grant of a residence permit to family members reunited with holders of a residence permit for investment activity, under Article 98 of Law No. 23/2007, of 4 July - €8,418.90;
e) For the renewal of a residence permit for family members reunited with holders of a residence permit for investment activity, under Article 90-A of Law No. 23/2007, of 4 July - €4,210.30;
f) For the issue of a second copy of the residence card for investment activity, including residence cards issued to family members in the context of family reunification - 50 % of the fee provided for in subparagraph b) [€4,209.50];
g) For the issue of a third or subsequent copy of the residence card for investment activity, including residence cards issued to family members in the context of family reunification - 100 % of the fee provided for in subparagraph b) [€8,418.90];
h) For the replacement of the residence card for investment activity, owing to a change in the particulars provided for in Article 86 of Law No. 23/2007, of 4 July - 25 % of the fee provided for in subparagraph b) [€2,104.90];
i) For the grant or renewal of a permanent residence permit under paragraph 2 of Article 76 and Article 80 for a holder of a residence permit for investment activity or a family member of that holder, granted under Articles 90-A and 98, all of Law No. 23/2007, of 4 July - €11,786.70 for the grant; €5,894.10 for the renewal.
4 - The revenue from the fees provided for in subparagraphs b) to e) of the preceding paragraph is shared equally between the Agency for Integration, Migration and Asylum (AIMA) and the Fund for International Relations, I. P. (FRI).
What it means for you. Each person pays an application fee and then the grant fee, and every two years the application and renewal fees, with family members on the same schedule. Permanent residence has its own fee.
